Diagnosing the ORA-12537: TNS: connection closed error

in TNS_ADMIN

Check SQLNET.ORA has this parameter set to YES if it is comment it or remove these parameters.

#tcp.validnode_checking = yes
#tcp.invited_nodes=(EBSDEV.arabia.com)
